Tailored Onsite Training in Natolin - 3rd edition

The 3rd edition of the Tailored Onsite Knowledge and Analytical Skills Programme took place from 21 September to 31 October 2025 at the College of Europe in Natolin. This edition was dedicated to the Fundamentals negotiation cluster, which addresses key principles underlying the EU accession process, including democratic governance, the rule of law, and institutional reforms. During the six-week programme, participants attended lectures, seminars, and discussions with experts on EU institutions, accession negotiations, and the legal and political framework guiding the enlargement process.

The group included eight representatives from several Ukrainian public institutions: the Ministry of Justice of Ukraine, the State Space Agency of Ukraine, the State Border Guard Service of Ukraine, the Ministry of Health of Ukraine, the State Service of Special Communications and Information Protection of Ukraine, and the Secretariat of the Ukrainian Parliament Commissioner for Human Rights.

As part of the programme, participants took part in institutional group visits in Warsaw. Meetings were held with representatives of the Council for Cooperation with Ukraine at the Chancellery of the Prime Minister of Poland, the Representation of the European Commission in Poland, and the Centre for Eastern Studies (OSW). The discussions focused on Poland’s experience of EU accession, cooperation between EU institutions and candidate countries, and the broader political context of the enlargement process.

The programme also included a study visit to Gdańsk, where participants met with representatives of the Marshal’s Office of the Pomeranian Voivodeship to learn about the region’s development strategy and its implementation within the framework of EU cohesion policy. The visit also included a meeting at the European Solidarity Centre, where discussions focused on Poland’s democratic transition and the role of institutions documenting historical and political change. The study visit also included a guided visit to the historic centre of Gdańsk.
