Phase 1
The Natolin4Capacity Building (N4CB) was an EU-funded project, implemented over 45 months (January 2021 – September 2024), was designed to enhance the institutional capacity of Ukraine’s central administration in preparation for EU accession negotiations. Through a tailor-made blended training programme, the project provided comprehensive learning opportunities, combining e-learning modules, on-site training, networking, and research development.
Key Achievements
1. E-learning Platform & Digital Education
- Developed from scratch, the platform served over 6,600 registered users in 2024, coming from 1,000+ central and regional institutions.
- It offered 32 e-learning modules in English and Ukrainian across 16 thematic courses. More than 3,800 certificates of completion have been issued.
- 16 live online webinars, engaging 260+ civil servants, have been delivered via the platform.
- Training opportunities offered on the platform have been Integrated into Ukraine’s official professional development programme, coordinated by National Agency of Ukraine for the Civil Service (NAUCS) and the High School of Public Governance (HSPG).
- The platform – along with all the educational content – was successfully transferred to the HSPG in May 2024, ensuring sustainability.
2. On-site Training & EU Networking
- The N4CB offered 12 tailored on-site training programmes, adapted to specific needs of each group.
- 86 civil servants have been trained in 12 training-research programme editions held in Poland.
- Participants represented 20+ ministries and institutions.
- Each programme offered 100+ hours of workshops, simulation games, discussions, and team-building activities.
- Participants took part in local field trips with 30+ Polish government institutions, including the Ministry of Foreign Affairs, Ministry of Finance, and Chancellery of the Prime Minister.
- In the framework of the N4CB international field trips to the EU institutions have been organised for participants of the on-site trainings.
