Launch of the 6th Edition: Cluster 4 – Green Agenda and Sustainable Connectivity

The EU-Funded Natolin4Capacity Building Phase II – Strengthening Ukrainian Public Administration for EU Integration project launches the 6th edition of the Tailored Onsite Knowledge and Analytical Skills Programme, to be implemented from 1 March to 10 April 2026.
The 6th Edition of the programme will focus on Cluster 4 – Green Agenda and Sustainable Connectivity and constitutes the first group within the current phase of the project dedicated to this EU negotiation cluster. The edition is designed to further strengthen sector-specific expertise and analytical capacity among Ukrainian public officials involved in the European integration process.
The 6th Edition brings together eight selected participants from key Ukrainian institutions involved in the European integration process. The participants represent the following bodies:
- Administration of the State Service of Special Communications and Information Protection of Ukraine
- Ministry of Energy of Ukraine
- Ministry of Economy, Environment and Agriculture of Ukraine
- State Tax Service of Ukraine
- State Service of Ukraine for Transport Safety
- Verkhovna Rada of Ukraine
- State Agency for Energy Efficiency and Energy Saving of Ukraine
The programme offers an intensive learning format that combines academic lectures, expert mentoring, study visits, and individual and group analytical work. Through this integrated approach, participants will strengthen their professional expertise, analytical skills and negotiation capacity in areas directly linked to the Green Agenda and sustainable connectivity within the EU accession framework.
Programme background
The Tailored Onsite Knowledge and Analytical Skills Programme is a core component of the Natolin4Capacity Building Phase II project. It is jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service. The project is funded by the European Union.
Building on the results of the previous editions implemented within Phase II of the project, the programme has already enabled 41 Ukrainian public officials to complete intensive onsite training at the College of Europe in Natolin. The first five editions addressed the Fundamentals of EU Accession, Internal Market, Resources, Agriculture and Cohesion, and Competitiveness and Inclusive Growth negotiation clusters, contributing to the systematic strengthening of institutional capacity across the Ukrainian public administration.
