The open call for the 8th and 9th Editions of the Tailored Onsite Knowledge and Analytical Skills Programme is now open. Public officials actively engaged in Ukraine’s European integration process are encouraged to apply.
The Natolin4Capacity Building Phase II – Strengthening Ukrainian Public Administration for EU Integration project announces the opening of the call for applications for the 8th and 9th editions of the Tailored Onsite Knowledge and Analytical Skills Programme. The forthcoming editions, scheduled for summer 2026, will address priority thematic clusters within the EU accession framework.
Programme schedule and thematic focus
The upcoming editions will be organised as follows:
- 8th Edition
Implementation period: 08 June – 17 July 2026
Thematic focus: Cluster 3 – Competitiveness and Inclusive Growth - 9th Edition
Implementation period: 27 July – 04 September 2026
Thematic focus:
Cluster 5 – Resources, Agriculture and Cohesion, and
Cluster 4 – Green Agenda and Sustainable Connectivity
Application process
The application process will be conducted online. The application forms will be available during the following period:
- Opening of applications: 13 March 2026 at 11:00 (Kyiv time) / 10:00 (CET)
- Deadline for submission: 07 April 2026 at 23:00 (Kyiv time) / 22:00 (CET)
Candidates are strongly encouraged to submit their applications well before the deadline.

Eligibility criteria
To participate in the programme, applicants should:
- Be actively engaged in the European integration process (members of EU negotiation working groups will be given preference);
- Demonstrate strong motivation to enhance their knowledge and analytical skills;
- Have an English language proficiency of at least B2, enabling full participation in programme activities;
- Be able to commit sufficient time to all components of the programme;
- Be a public administration employee.
The Tailored Onsite Knowledge and Analytical Skills Programme is an integral component of the Natolin4Capacity Building Phase II project. The initiative is jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service, at the initiative of the Office of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine. The programme is fully funded by the European Union.
